In my area, you can tell when you cross town lines without even looking at the signs. One town has fresh paved roads, the next town has pot hole patches. Same road, just crossed the town line.
They have been tearing up all the roads in my town, Gardner, to replace all the old plumbing. It's been going on for like 2 yrs with no apparent end in sight. One day I was out for a walk and stopped to talk with the road crew who was tearing up a section. I looked down in the trench... literally old terracotta sewer pipes about 30 ft underground. Something like you'd see on the History Channel from Roman times. They are replacing them section by section with precast concrete pipes.
The New England infrastructure for things like this in my area (outside the I-495 belt) is old and needs to be refurbished. Some of the bigger cities are better in this aspect than the smaller Podunk towns that surround them.
