as for the topic of the thread...$10 Billion...that amount, crazy as it sounds, would accomplish little if broken into 3 separate chunks.

With that in mind, I'd designate the entire $10 billion to Ukraine. Russia poses the biggest on-going threat to the US, so whatever we can do to weaken her, even if causing her to extend or redirect resources to fight Putin's Special Military Operation, would reduce her ability to interfere with US National Security, maybe defunding some intelligence ops within our borders.

Trump to Putin reminds me of Chaimberlain to Hitler with the primary difference being I suspect Putin doesn’t shave or have the little landing strip that Hitler had so Trump probably has to pick more pubes out of his teeth.
