It was a joke originally making fun of the fears certain individuals have that the "black man" is going to try to steal your white women. In its original context it's hilarious.
However, divorced of the original context it easily becomes a caricature of the black man trying to take your white women. Add in the context in which this was originally posted (I believe it was along side some other classics, such as Obama as a monkey) and you've got yourself a problem.

That's because racism basically is wherever you look, what's tolerated as being socially acceptable is what changes over time.
