I think if that was going to be the case then an age and weight limit should be enforced!!! The policy will have an exemption policy for chuggers and any one not specified but if you are over age/weight you must apply for a topless license and appear for a judging panel lol... And it goes with out saying but you must be 18 or older to have the topless license...
