Most democrats where pretty conservative compared to today's democrats and even some of today's republicans. The democrats were taken down by Johnson's Great Society and his civil rights programs. They cost the democrats the southern vote. I know that Johnson was pretty much just finishing what Kennedy had in the works but if there was high water mark for Liberalism it was under Johnson.
