No, the option is to cut Government by more than half, same with pensions, salaries, install term limits, etc. until a viable remedy can be found. Don't take offense but we are broke and can't afford you (meaning this much Government) any longer. In fact, every frickin' broke city and jurisdiction seems to be bloated with 6 figure paper shufflers that shriek & scurry for cover when found out.
