That is bad for business. If they're thrown out then there is a cost for bribing all the new ones that is significantly greater than the cost of maintence bribes to incumbents. This increased cost will have to be passed on to consumers.

Which reminds me . . . Several years back, I was into urbexing, ie; Urban Exploring, scouting old shut down buildings, closed factories, prisons, hospitals, etc ... after several years of neglect, these places take on a life of their own. What's really interesting, is going in after a "scrapper" has been in there, yanking out anything recycleable that can be sold. A buddy of mine who used to do this with me once remarked, that a scrapper would spend all day busting through concrete to get $10 worth of copper, than working a real job . . .
