It is universal, govt managed, and publicly funded by a 2% tax on all citizens above a minimum income level, plus a 1% tax for wealthy people who don't have private insurance. There is a "private for-profit" health insurance component that is well-regulated to keep premiums down, and which has a govt. run enterprise to promote competition in that marketplace...
