Brought him and 100's of Nazi scientists into the US under Project Paperclip.
Project Bluebook was created to deliberately create confusion and doubt in the UFO community. Not to document and try to verify sightings as was claimed at the time. Foo fighters are what pilots used to call UFO's. When I use UFO I do not automatically mean aliens. It could have been cover for existing experimental aircraft or aliens.... who know's.
The FBI regularly inserts agents into groups it deems subversive and has those agents try and get said groups to commit crimes so they can make arrests. They've been caught on multiple occassions.

There are credible rumors of weapon systems being tested on US Citizens today. "Voice of God" the Lazer Induced Plasma Effect. It can literally put voices in your head from a great distance. The LRAD system can direct debilitating sound waves that can incapacitate anyone in it's line of fire.
