I was commenting on a one week party with consenting adults....
I wasn't commenting on women who get raped or abused in the navy...that's unacceptable anytime anywhere.

no...it's contained in a special report among many recommendations to improve the Navy by addressing issues of discrimination...

it's part of the final report of the Navy's "Task Force One", established a couple of years ago for the purpose of eliminating discrimination in the Navy...

who knows if the Navy will adopt any of the Task Force One's recommendations, (there were 56 total recommendations) and include them in its Navy Regulations...

But if they do adopt it would it?

prolly... but MACS or other current of former Naval personnel would be able to answer what regs are enforceable and which, if violated would cause disciplinary action
