Yes. It works exactly like eBay pretty much. You bid and either win or lose. You can set up notification texts or emails depending on which you prefer to know if you have been outbid or have won the lot. They will send an email with order confirmation and shipping details and usually within 4-6 days after shipment confirmation you receive your cigars.

Matter of face, it does not have an auctioneer.
