Hey Johnson, in some counties in Oregon you CAN! Welfare clients who get SSI from the Federal Government get their Food Stamp allotment in the form of cash on a debit-type card which they can either use at the grocery store to get food, OR take it to an ATM and withdraw CASH!!! Dumbest **** program I ever saw, and what hurts the most is that I have to administrate it for many, many clients.
