Definitely more from inaction, he could lift the drilling restrictions and the that would drop the price of crude within days. It has been done before and it worked.

Also, the increase in energy prices, even if not included in a particular Index, would still affect the price of goods and services requiring energy to produce and/or transportation of materials, goods and labor.
