291 agents in 2012. Unless they're planning on hiring 15,700 in the next 3 years, that's a bit different than 16000.
It explains EXACTLY the method by which the originator of that crappy number came up with the estimate, they based it off the estimated budget requirements the IRS gave congress, but they neglected a number of factors. Their faulty estimate was further conflated by idiots that didn't understand the method by which they made the estimate.
Hell, the personnel estimate was made off of the budget request, and you can ALREADY see idiots here then further inflating it by assuming that it will require additional infrastructure and non-agent personnel (if you'll read the link, that would already be built into the IRS budget estimate).
