I use Microsoft Office Picture Manager:

Open the file
Select 'Edit Pictures'
Over to the right select Compress Pictures
Then select for Documents
Back over to the File menu and select Save As... so you can give the compressed photo a different name and preserve the original.

Easy stuff.

Edit: I compress 1 to 2 megabyte photos down to about 100k or so that way.
