Without ME assigning a suitable timeframe, all I can do is use the local media (Boston Fox25 and Boston ABC WCVB) as a barometer.
They both questioned WHY chicago cops refused to label it a hate crime.
They both reported how Lexington MA cops immediately labeled a banana peel as a hate crime.
Same media outlets (in a liberal state).
Cops in liberal cities (albeit very different size).
The only obvious difference is the color of the victim versus the perp.
In other words, the questions are rhetorical.
