Until the 60's and passage of the CRA, HBCU's were the ONLY choice for blacks and minorities who sought a college degree. They were not viewed as equal to traditional institutions then, and that perception remains today (look at the latest rankings of colleges and universities in the USNews and World Report, Forbes, Newsweek). Most traditional colleges were white only before the CRA. Focusing attention and additional funding on HBCUs is a kind of atonement for past prejudice that left those populations at a disadvantage.

As with most things Trump, we have to wait and see how this turns out. He took the HBCU initiative away from the Dept. of Education, and put it back under the executive branch, but did not commit any funding. The Presidents of those colleges have requested $25 Billion in new funding, mostly for rebuilding, modernization and infrastructure improvements. Without any funding, this will be nothing but an empty promise/photo-op...

I guess not the same way you do. I think attempting to college educate more black people is altruistic.
