Might want to look into it, Gene... there is. You know we have planes that go INTO the hurricanes to gather data, right? Very easy for them to drop chipped dry ice in those clouds while they're there.

True, DARPA was doing things like that in Vietnam a long time ago. You can give the moisture particles to collect on and form rain drops and increase rainfall, but that is a long way from creating and guiding a hurricane.
