i have heard it was used in fancy clubs to allow a customer to select his cigar.

it is from the 20's or 30's?

it appears to be made of brass and lined with ceder. he top looks like green lucite
it sits on tiny legs in each corner and it has a carrying handle in the back

2 1/4 inches high with the little legs, 6 3/4 inches wide and 4 inches front to back
not counting the handle.

on the bottom is stamped APOLLO 3990

I believe this was called a "cigarette valet", proffered by the wait staff or butler for after dinner smoking...... the top of the piece you pictured is not lucite, but enameled.

x2- The enameling finish process used here is called "guilloche"...a pattern or depiction is engraved into the underlying metal, then translucent colored enamel is fired into place over it. Many ladies pocket watches, and a few men's, were finished in this manner...it was a very opulent process, and fairly expensive.
