As an IT person, I wish it were so easy. There are an almost infinite number of configurations and conditions that you have to test this sort of thing over, and often the person fixing the issue wasn't the one that wrote the original code, so you're having to figure out what the previous coders were doing. Its especially difficult when you can't reproduce the issue and the users aren't necessarily technical. That being said, the size of the site, fact that it's commercial, number of occurrences and length of time since discovered makes me thing this should have been resolved already.
