Glad it's resolved I guess.

Not buying the no incoming shipments Trish, sorry. By your statements, this would mean that absolutely no alcohol produced outside of PA could be sold there. This would mean no foreign liquors, no bourbons, no champagne, most wines, etc. Hell, you wouldn't even be able to buy Budweiser in PA if that were the case, since they don't have a brewery there (the nearest one being in New Jersey IIRC).

As for outgoing shipments, I guess I must be imagining the 6-packs of Victory, Appalachian, Troegs, and cases of Rolling Rock that I see in the beer section of the market out here.

FYI If you receive merchandise that you didn't order, you have a legal right to keep it ... This is the law, but thanks for showing integrity and working it out

Pennsylvania has a 'State Store' system. The Liqueor Control Board controls all incoming and outgoing shipments and then sells to these State Stores. As a business CI wouldn't be able to ship it. In a previous job, I negotiated contracts with hospitals for pharmaceuticals. When we contracted for alcohol the hospitals needed, they had to have approval by the PALCB. Most of the hospitals just preferred to have in-state suppliers because it was less hassle.

As a consumer, you can do anything you want so long as you don't get caught.....

I had missed the comment where someone wanted CI to house and then ship the booze. Thank you for editing your response to now include it so your comment can be seen in it's proper context.

What a shame. Down here in bass ackwards Louisiana one needs only to go to the nearest grocery store to stock up. The Albertson's 2 miles from my house has 12 YOA Macallan's. If you're not picky, any nearby convience store will have rot gut vodka, whiskey, gin and Hennessy. No state run liquor monopoly for us to contend with.
