Also was said the factory would only allow a single cigar per day per worker. So some clever roller decided to twist 3 together to make 1, thus he had three cigars when taken apart.
Couple other variations out there.

Yes a single cigar rollers days alotment of cigars in the old days. that way they could tell wether they were smoking the twisted cigars or the production cigars. Theft prevention of the old days.
