Looks like plume, but never seen plume form in isolated concentrated areas like that. As another poster stated, when plume forms only close to the humidification source, that raises red flags. If it is mold, they're still fine to smoke. You seem experienced enough to understand what kinds of mold are destructive and what kinds aren't, and what to do if they are. Good luck.
