Have to remember Vegas doesn't try to accurately predict the outcome of the game, they try to get equal money on both sides. Romo coming back and the Cowboys -1 at home probably would pull more bets that way then the panthers, who as pretty much a pick em game, if you are on the Panthers side picking them straight up as a dog would have a better pay off.
