Seriously... CA's homeless explosion and climbing crime rate can be attributed to AB109, Prop 47 and Prop 57.

I can get on board with this if they are talking about victimless crimes. I'm one of those 'no victim, no crime' people. If cops and courts stop wasting time on petty crap like loitering, panhandling, jaywalking, drunk in public, etc., they can focus on actual crimes with actual victims.

But...I can see these bleeding heart do-gooders giving people a pass on theft, minor assaults, etc. And that's some BS.
