I'm with Palama - yes to both wrapper AND cello (which I'm assuming you meant when you asked about wrappers since I doubt you want to disassemble your cigars) in the humidor. As for cello - I keep it on mainly to keep the differnt cigar flavors from "bleeding" into each other. Also - keeping the cellophane on helps to protect your cigars to a degree from possible damage while being stored.
Another thing to consider is 'yellow cello'. When your cigars sit and age long enough the oils and sugars in the tobacco will rise to the top and actually STAIN the cellophane (which CAN take several months). When you see this you know that your cigar is at its prime. Next time you go to a cigar bar - ask if they have a yellow cello of whatever you're looking to smoke. Depending on the cigar you're looking for and the level of turnover at the bar they may not have one. But if they do - its certainly worth asking for.
Also - keeping the cello on creates a mini-climate arround each cigar indivudally. So if you're going to be travelling and taking some sticks with you - the cello will help keep the humidity in and slow them from drying out before the end of your trip.
Finally - in my opinion my cigars just seem to taste better after aging with the cellophane still on. Probably goes back to the whole mini-climate thing and keeping the flavors in. Though I could just be imagining that.
I will admit that I DO have a coolidor with @ 500 cigars in it so all of these things can be an issue for me as I rotate and age my cigars. Now - if I had a 50 count desktop humidor and only kept one brand/model in it that I knew would be smoked reasonably quickly - then I MAY consider removing the cello.
