Simple explanation bidding starts at a set price bidding increases with others placing a higher bid thus increasing the lowest prices.
Remember bid often and BID HIGH don't let those basturds out bid you.

FTR, it's "bid to win" not "winning bid". "Winning bid(s)" only appears when the auction closes.
