If ya can't figure out the ballot, you shouldn't be allowed to vote. Period! It's survival of the fittest and the laws shouldn't protect the dumb. And if you're just blind, you should ask for assistance.

Also, why is it that these blue-hairs can juggle 12 or more Bingo Cards successfully, but can't punch a single hole properly?

The American election process doesn't include a "do-over". You vote, you wait, you hear who won. In 5-card draw (poker), do you get your 5 cards, throw out a few, get your new cards then ask the dealer for your old cards back because you made a mistake and threw the 'wrong' cards out? The answer in any casino and/or weekly game is a resounding "NO"! BTW, I just got a phone call from a relative who works with a telephone company that held a conference call with the House of Reps, and they congratulated the Bush/Cheney campaign for winning the election, as well as congratulating the Gore/Lieberman team for running an excellent campaign. You'll hear about it later when it's announced.
