Pretty sure it is just as illegal to posess cuban tobacco as cuban cigars. Hard to believe customs or OFAC (or whoever is charged with enforcing) would send them on to US resident - in any condition.

Yes, it is illegal to possess Cuban tobacco, the specifics of the law are "any goods of Cuban origin".

Customs and OFAC are two different entities. Both can nail you on Cuban cigars. OFAC tends to be pretty gentle. Customs, eh, not so much. OFAC usually just confiscates. Customs agents have been known to destroy the goods and then send them on their way to the recipient. One person I herf with actually had a customs agent slice up every CC in a box but one right in front of him and then hand him the box back and say "Have a nice day."

As for the cigars in the photo, I can't tell from this photo if they are real or not, but if they are and it were me, I'd just order some Connecticut Broadleaf wrapper, use what's left of the cigars for filler and binder (use the Cohiba wrapper as a second binder when possible) and re-roll them in the vitola style of the J Fuego Originals while trying to preserve the Cohiba blend proportions. Some will end up mixed filler, some will end up long filler, and they'd be a bit ugly, but probably smokeable.
