Just a quick thought from a newbie. I am not a lawyer but I deal with lots of legal issues in my "day job" I am wondering if this GSE, SE, LE etc..... is an attempt by the small cigar companies (boutiques) to claim that all their different blends (which by new law would each have to be individually tested and approved/disapproved @ about a quarter million per blend) are actually just one blend with little or at least not enough difference to require that each cigar need individual testing. That is just an off the cuff thought. Otherwise if the boutique cigars have to be tested individually no way they can afford to stay in business. We BOTL have an interesting few years ahead of us.
