Victor, I think you also need to take intent into account. It seems to me that is part of context.
The guy on the right is a Neo Nazi who is drawing Swastikas, the guy on the left is a white supremacist who is drawing Swastikas. Pretty obvious this is about fear, hate, and intimidation. The guy in the center is drawing Swastikas so it must be about fear, hate, and intimidation. Yet when translated from Sanskrit it means good and to be. The man in the in the center is a Hindu. To him it symbolizes many things, luck, Surya, and Brahma to name a few. If he had been a Viking, a Greek, a Buddhist, or a Jain the meaning would have been different yet again.
So I don't think it is so clear that Jocko is a racist symbol. Rather I find it a racist symbol and understand how people of color find it a racist symbol. But I respect that to Rick it is something else entirely.
