think MLB wanted more offense...fans were getting bored with 1-0 and 2-1 games...attendance dropping...they even made the strike zone smaller the next year, taking a few inches off the top
1968 was first year the average number of runs per game was less than 7.... after about 5 years of incremental decline, from above 8...
but I'm with you...each game Koufax started there was a buzz about seeing a no-hitter
