The closest I could find to what you are looking for was at Naked Oyster, which might just be my favorite restaurant.
It's not a dump but is a small, narrow joint. I wouldn't call it cheap at all, though there are a few items on the small menu that aren't expensive. It's not off the beaten path, actually on Main St in Hyannis...

The chef/owner farms her own oysters and does the local food scene thing. She used to be closed Monday and Tuesday but recently started serving on Tuesdays, the smallish entre list does change along with her purchases.
In addition to a dozen raw oysters, we had the mussels app which came in a sauce that I wanted to bathe in, soooo good and the mussels were plump and not "fishy".
Below are the not-raw oysters. We had the persillade and they were delicious.
