Last time I flew I put them in my checked luggage & had 0 issues. When I went through TSA they asked to look in my 40 count traveldor.
I opened it for them and lifted the upper layer out so they could see below. They said thanks and I was on my way.

Someone, I forget who, suggested that you put your lighter in your wife's makeup bag but I have yet to try that one.
