If you are ordering from within the contiguous United States, stop worrying about it. There is no such thing as a state postal service or CBP. In fact a state CBP would be an illegal entity as border protection was assigned strictly to the Fed shortly after the settlement of Northern Arizona. If your taxed states have the legal authority to Audit a PA, VA, FL based business books, it would be the obligation of vendor to collect said duty. We have at least one user from HI, who seems to be smoking CB smokes just fine, and HI has a vicious agricultural imports protection bureau which does not allow the import of cigars.

I disagree.

The standard for a business coming under another state's laws is the degree of contact ("minimum contacts") such as regularly doing business in and/or availing itself of the other state's benefits, such as by merely advertising, having a store in the other state and/or mailing brochures the other state, etc., is sufficient.

How is a business supposed to be represented at the material level of a state in which they have no voting interests. When I send trucks from my yard to the next town or state over for delivery, that merchandise or product is reported and paid by the business it was delivered to. If the customer is without tax ID they are taxed at the front counter rate.
