These programs you speak of don't shrink. They only grow larger. What started out as a way to bridge short gaps has evolved into a birthright. It's gonna take more than a little tinkering to fix them.
For the life of me I don't understand why anyone should be entitled to government assistance simply because the filter air through their lungs.
I would love to know what percentage of assistance recipients have been receiving the same since birth and how many siblings they have who have also been receiving assistance since birth.

Oh, I understand that there is a lot of people stealing from the welfare system. And it needs to be fixed. And there are lots of people that honestly qualify for government entitlements. But I think the lions share of welfare theft goes to the corporations. But we wouldn't want to rage about that now would we?
I did not bring up corporate welfare as it was not part of the original discussion. But, feel free to dig up any old post that I made in favor of such. If on the other hand, you find an abundance of posts I made in opposition to such, feel free to quote them as well.
On another note, I like your comment regarding corporations are people too. I'm going to have to mine a bit as I seem to recall you saying much the opposite when discussing the SCOTUS case regarding corporations opposed to certain types of birth control. However, since you are being sarcastic I won't waste my time.
