I actually don't think a bulk of the problem with PR was because of trump. Of course, the idiot then had to go and say he gives himself an "A+" on his response... If the orange moron (oron?) had just kept his mouth shut about all that and sent in FEMA, he would be reasonably blameless...
At this point it isn't just the "anti trump mayor" I beleive the governor (who was previously pro trump) is now saying it's a mess....
There's a fundamental problem to supporting a devastated island as opposed to a devastated continental US state... Unless you import man-power and support for this manpower, you simply won't have the same ability to distribute goods, and fix problems. The entire population of the island is occupied with staying alive, and less so with trying to drive trucks or hang electrical cable... in an island setting, a complete breakdown of infrastructure essentially removes your labor force as well. While in other states, you can ask a dude from just outside the trashed area to come in and work... then go back home to his running water and electricity when he's done. He doesn't have to spend his day trying to find drinkable water for his family or a way to charge his phone...
Islands will always be a more challenging rebuild. That's not trump's fault (unless he fired the people at FEMA who would have known this, but I don't have any evidence to state that)... his responses when things were identified as not going well, that's his own dumb fault.
