Under the new system it requires a unique email address (which really isn't very hard to create) and a unique credit card number (which using online credit card number generators is really easy to get a number that will pass, just don't try to buy anything with it).

Those two things should be all you need (put in gibberish for phone # and address... )

even when I was getting banned weekly, I wouldn't bother using an IP proxy to create the new account.
