I just reread it for funsies... and caught this snippet: "General Mazloum [leader of the Syrian Democratic Forces] is willing to negotiate with you, and he is willing to make concessions that they would never have made in the past. I am confidentially enclosing a copy of his letter to me, just received"


So... let's really think about this simple statement.
1 - He first weakened the position of our allies in the fight against ISIS by pulling out US troops and leaving them exposed to their enemies, Turkey.
2 - Then he passes confidential letters from them to their enemy, Turkey, to give turkey a stronger bargaining position in any potential peace negotiations.

Or from another point of view, have you ever in your life shared something with someone, and asked them not to tell anyone else, that wasn't information you were expected to not share? Otherwise there's no point to telling them to keep it confidential.
