I used to live in a small upscale town that had it's own police force.. If you lived in the community you received a sticker that you put on your rear bumper which let the police know you "belonged" there.. Everyone know that if you didn't have this little sticker ALL traffic laws would be enforced with a zero tolerance. Example, 2 miles over the limit would most certainly get you pulled over... And heaven help a minority driving through in an old beat up vehicle ! He/she better be heading to someone's house to work or they where going to have some explaining to do!
You would then be asked what you where doing there? The wrong answer would probably earn you a 2nd ticket... needless to say everyone would warn guests to be careful! Residents were "warned" and very rarely ticketed
Up in the Orlando metro is a town called Windermere, everyone including the residents know traffic laws are strictly enforced ! But the deal is equally enforced!
In both of these cases, the officer is not being a jerk, he is just following policy and instructions. Of course get pulled over and told your getting a ticket for doing 38 in a 35 and you may not feel that way. 🤦
