years ago Ravi from an overseas site would open the Cubans to check for mold prior to shipping...upon request.

If I remember correctly they also put a note in the box letting you know that the seal was broken for QC inspection prior to shipping and the boxes were resealed in cello.

Then I'd lean towards delivery person too. My question was geared towards possibly customs, but we have procedures that should be followed. Though it doesn't always happen
