A federal judge said Wednesday he may order Democratic presidential front-runner Hillary Clinton to testify under oath about whether she used a private email server as secretary of state to evade public records disclosures.

U.S. District Court Judge Emmet G. Sullivan signed an order granting a request from the conservative legal advocacy group Judicial Watch to question six current and former State Department staffers about the creation and purpose of the private email system. Those on the list were some of Clinton's closest aides during her tenure as the nation's top diplomat, including former chief of staff Cheryl D. Mills, deputy chief of staff Huma Abedin and undersecretary Patrick F. Kennedy.

Also set to testify is Bryan Pagliano, the agency employee who was tasked with setting up the clintonemail.com server located in the basement of the New York home Clinton shares with her husband, former President Bill Clinton. Pagliano has previously refused to testify before Congress, citing his Fifth Amendment right against self-incrimination.

Based on what might be gleaned in those interviews, which are to be conducted over the next eight weeks, Sullivan says in his order a sworn deposition from Hillary Clinton "may be necessary."

That raises the possibility that Clinton could be ordered to testify in the midst of the presidential campaign.

Romanian hacker Guccifer: I breached Clinton server, 'it was easy'
EXCLUSIVE: The infamous Romanian hacker known as “Guccifer,” speaking exclusively with Fox News, claimed he easily – and repeatedly – breached former Secretary of State Hillary Clinton’s personal email server in early 2013.

"For me, it was easy ... easy for me, for everybody," Marcel Lehel Lazar, who goes by the moniker "Guccifer," told Fox News from a Virginia jail where he is being held.

Guccifer’s potential role in the Clinton email investigation was first reported by Fox News last month. The hacker subsequently claimed he was able to access the server – and provided extensive details about how he did it and what he found – over the course of a half-hour jailhouse interview and a series of recorded phone calls with Fox News

n describing the process, Lazar said he did extensive research on the web and then guessed Blumenthal’s security question. Once inside Blumenthal's account, Lazar said he saw dozens of messages from the Clinton email address.

Asked if he was curious about the address, Lazar merely smiled. Asked if he used the same security question approach to access the Clinton emails, he said no – then described how he allegedly got inside.

“For example, when Sidney Blumenthal got an email, I checked the email pattern from Hillary Clinton, from Colin Powell from anyone else to find out the originating IP. … When they send a letter, the email header is the originating IP usually,” Lazar explained.

He said, “then I scanned with an IP scanner."

Lazar emphasized that he used readily available web programs to see if the server was “alive” and which ports were open. Lazar identified programs like netscan, Netmap, Wireshark and Angry IP, though it was not possible to confirm independently which, if any, he used.

In the process of mining data from the Blumenthal account, Lazar said he came across evidence that others were on the Clinton server.

"As far as I remember, yes, there were … up to 10, like, IPs from other parts of the world,” he said.

With no formal computer training, he did most of his hacking from a small Romanian village.

Lazar said he chose to use "proxy servers in Russia," describing them as the best, providing anonymity.

Cyber experts who spoke with Fox News said the process Lazar described is plausible. The federal indictment Lazar faces in the U.S. for cyber-crimes specifically alleges he used "a proxy server located in Russia" for the Blumenthal compromise.

Each Internet Protocol (IP) address has a unique numeric code, like a phone number or home address. The Democratic presidential front-runner’s home-brew private server was reportedly installed in her home in Chappaqua, N.Y., and used for all U.S. government business during her term as secretary of state.

Former State Department IT staffer Bryan Pagliano, who installed and maintained the server, has been granted immunity by the Department of Justice and is cooperating with the FBI in its ongoing criminal investigation into Clinton’s use of the private server. An intelligence source told Fox News last month that Lazar also could help the FBI make the case that Clinton’s email server may have been compromised by a third party.

WASHINGTON – The FBI has interviewed Huma Abedin, a close aide to Hillary Clinton, as part of a federal investigation into Clinton's use of a private email server as secretary of state, a person familiar with the probe said Thursday.

The person insisted on anonymity to discuss an ongoing investigation.

The FBI and Justice Department have been investigating whether sensitive information that flowed through Clinton's email was mishandled.

Abedin was one of Clinton's closest aides during her tenure as the nation's top diplomat, serving as deputy chief of staff. The interview of Abedin, part of Clinton's inner circle, is a possible indication that the investigation might be in its final stages. It was not immediately clear whether other aides have been interviewed, or when or if Clinton herself might be questioned.

"From the start, Hillary Clinton has offered to answer any questions that would help the Justice Department complete its review, and we hope and expect that anyone else who is asked would do the same," Clinton campaign spokesman Brian Fallon said in a statement. "We are confident the review will conclude that nothing inappropriate took place."

A Justice Department spokeswoman declined to comment Thursday, and a spokesman for the FBI did not return messages seeking comment.

On Wednesday, a federal judge in Washington said he may order Clinton, the Democratic presidential front-runner, to testify under oath about whether she used a private email server to evade public records disclosures.

The order from U.S. District Judge Emmet Sullivan granted a request from the conservative legal advocacy group Judicial Watch to question six current and former State Department staffers, including Abedin, about the creation and purpose of the private email system.

Clinton has said the use of a private email server was a mistake, but said what she did was allowed by the State Department. Near the beginning of a recent interview, an FBI investigator broached a topic with longtime Hillary Clinton aide Cheryl Mills that her lawyer and the Justice Department had agreed would be off limits, according to several people familiar with the matter.

Mills and her lawyer left the room — though both returned a short time later — and prosecutors were somewhat taken aback that their FBI colleague had ventured beyond what was anticipated, the people said.

Investigators consider Mills — who served as chief of staff while Clinton was secretary of state — to be a cooperative witness. But the episode demonstrates some of the tension surrounding the criminal probe into possible mishandling of classified information involving the leading Democratic presidential candidate. In the coming weeks, prosecutors and FBI agents hope to be able to interview Clinton herself as they work to bring the case to a close.

The incident was described to The Washington Post by several people, including U.S. law enforcement officials, who spoke on the condition of anonymity because the investigation is ongoing and those involved could face professional consequences for discussing it publicly.

It is not completely unknown for FBI agents and prosecutors to diverge on interview tactics and approach, and the people familiar with the matter said Mills answered investigators’ questions. Mills and her lawyer, Beth Wilkinson, also asked for breaks more than once to confer, the people said.

The questions that were considered off limits had to do with the procedure used to produce emails to the State Department so they could possibly be released publicly, the people said. Mills, an attorney herself, was not supposed to be asked questions about that — and ultimately never was in the recent interview — because it was considered confidential as an example of attorney-client privilege, the people said.

So far, investigators have found scant evidence tying Clinton to criminal wrongdoing, though they are still probing the case aggressively and charges have not been ruled out. In recent weeks, they have been interviewing Mills and other aides. One former State Department staffer who worked on Hillary Clinton’s private email server, Bryan Pagliano, was granted immunity so he would cooperate as part of the probe.

There is no indication a grand jury has been convened in the case.

In response to this story, Wilkinson said, “Ms. Mills has cooperated with the government.” The Clinton campaign also did not provide a response, but spokesman Brian Fallon has said repeatedly that Clinton is willing to answer investigators’ questions, and he added in a recent statement that “we hope and expect that anyone else who is asked would do the same.”

Clinton herself said on CBS’s “Face The Nation” Sunday that she has “made it clear I’m more than ready to talk to anybody, anytime” and that she looked forward to the inquiry being “wrapped up.”

In an interview with The Washington Post last year, Mills agreed of Clinton’s email “if you could do it again, you’d just do it again differently,” but Mills said she did not recall the topic “being a major area of conversation or engagement.”

“I wish there had been a lot more thought and deliberation around it, but I can’t tell you that I can offer you that insight that there was,” she said. “I think it was just a continuation of a process that she had been engaged in, in terms of using her own account, and it was consistent with what the Department had seen in the past.”

Mills said in the interview that she did not recall having conversations about security vulnerabilities. She would not say then whether she had spoken to the FBI but offered the general assurance that “we’ve obviously sought to be, to cooperate with the FBI and to provide them whatever information they’ve needed to be able to conduct the inquiry that they’re doing.”

Her attorney, Wilkinson, is a seasoned lawyer who handled many high-profile cases when she worked at the Justice Department as an assistant U.S. attorney. She received the department’s highest award for the prosecution of the Oklahoma City bombers.

Spokesmen for the FBI, the Justice Department and the U.S. Attorney’s Office for the Eastern District of Virginia declined to comment.

The issue of Clinton’s use of a private email server was referred to the FBI in July after the Office of the Inspector General for the Intelligence Community found that some of the emails that traversed her server contained classified material. A Washington Post analysis of Clinton’s publicly released correspondence found Clinton wrote 104 emails that she sent using her private server while secretary of state that the government has since said contain classified information. The Post also found, though, emails with classified information written by about 300 other people inside and outside the government.

Critics of Clinton have said her use of a private server exposed sensitive information to a possible breach, and Clinton herself has said using it was a mistake.

Hillary Clinton for months has downplayed the FBI investigation into her private email server and practices as a mere “security inquiry.”

But when asked Wednesday by Fox News about Clinton's characterization of the bureau's probe, FBI Director James Comey said he doesn’t know what "security inquiry" means -- adding, “We’re conducting an investigation. … That’s what we do.”

The FBI director reiterated that he’s “not familiar with the term security inquiry” when told that is the phrase Clinton has used.

As for the timeline for the investigation, Comey, during a briefing with reporters, said he prefers doing the investigation “well” over promptly and said he’s not “tethered” to a schedule.

The briefing comes amid reports that FBI investigators have been meeting with top aides in Clinton’s inner circle, including Huma Abedin and Cheryl Mills. The interviews have stoked speculation that the investigation may soon be drawing to a close, in the heat of the 2016 political season.

Asked Wednesday if he would make a public report, regardless of whether criminal charges are pursued, Comey said he would not say at this time. But he said there are “no special set of rules for anybody that the FBI investigates.”

Clinton and her campaign team repeatedly have described the probe as a security inquiry. Most recently on CBS’ “Face the Nation” on Sunday, Clinton used the term when asked how she’d respond to people worried the FBI probe is a “big deal.”

“I say what I’ve said now for many, many months,” Clinton said. “It’s a security inquiry. I always took classified material seriously. There was never any material marked classified that was sent or received by me, and I look forward to this being wrapped up.”

The FBI probe is proceeding as Clinton tries to wrap up the Democratic presidential nomination. Though she leads by hundreds of delegates, she has not yet clinched the nomination and rival Bernie Sanders is vowing to take the fight to the convention – he fueled his own underdog bid with a primary win Tuesday in West Virginia.

There appear to be several moving parts in the FBI investigation.

Former State Department IT staffer Bryan Pagliano, who installed and maintained the server, has been granted immunity by the Department of Justice and is cooperating with the FBI.

In another development, the infamous Romanian hacker known as “Guccifer,” who was extradited to the U.S. to face cyber charges, recently told Fox News he easily breached Clinton’s personal email server in early 2013.

Fox News could not independently confirm the claims. But an intelligence source told Fox News last month that Guccifer, whose real name is Marcel Lehel Lazar, could help the FBI make the case that Clinton’s email server may have been compromised by a third party. Lazar told Fox News that he spoke with the FBI at length on the plane when extradited from Romania to Virginia last month.

Speaking from the Virginia jail where he’s being held, Lazar said the conversation was "80 minutes ... recorded," and he took his own notes. A government source confirmed that the hacker had a lot to say on the plane but provided no other details.

Hillary's team prepares for the worst as she finds herself in a perfect storm of legal misery

The bad legal news for Hillary Clinton continued to cascade upon her presidential hopes during the past week in what has amounted to a perfect storm of legal misery. Here is what happened.

Last week, Mrs. Clinton’s five closest advisers when she was Secretary of State, four of whom remain close to her and have significant positions in her presidential campaign, were interrogated by the FBI. These interrogations were voluntary, not under oath, and done in the presence of the same legal team which represented all five aides.

The atmosphere was confrontational, as the purpose of the interrogations is to enable federal prosecutors and investigators to determine whether these five are targets or witnesses. Stated differently, the feds need to decide if they should charge any of these folks as part of a plan to commit espionage, or if they will be witnesses on behalf of the government should there be such a prosecution; or witnesses for Mrs. Clinton.

In the same week, a federal judge ordered the same five persons to give videotaped testimony in a civil lawsuit against the State Department which once employed them in order to determine if there was a “conspiracy” -- that’s the word used by the judge -- in Mrs. Clinton’s office to evade federal transparency laws. Stated differently, the purpose of these interrogations is to seek evidence of an agreement to avoid the Freedom of Information Act requirements of storage and transparency of records, and whether such an agreement, if it existed, was also an agreement to commit espionage -- the removal of state secrets from a secure place to a non-secure place.

Also earlier this week, the State Department revealed that it cannot find the emails of Bryan Pagliano for the four years that he was employed there. Who is Bryan Pagliano? He is the former information technology expert, employed by the State Department to problem shoot Mrs. Clinton’s entail issues.

Pagliano was also personally employed by Mrs. Clinton. She paid him $5,000 to migrate her regular State Department email account and her secret State Department email account from their secure State Department servers to her personal, secret, non-secure server in her home in Chappaqua, New York. That was undoubtedly a criminal act. Pagliano either received a promise of non-prosecution or an actual order of immunity from a federal judge. He is now the government’s chief witness against Mrs. Clinton.

It is almost inconceivable that all of his emails have been lost. Surely this will intrigue the FBI, which has reportedly been able to retrieve the emails Mrs. Clinton attempted to wipe from her server.

While all of this has been going on, intelligence community sources have reported about a below the radar screen, yet largely known debate in the Kremlin between the Russian Foreign Ministry and the Russian Intelligence Services. They are trying to come to a meeting of the minds to determine whether the Russian government should release some 20,000 of Mrs. Clinton’s emails that it obtained either by hacking her directly or by hacking into the email of her confidante, Sid Blumenthal.

As if all this wasn’t enough bad news for Mrs. Clinton in one week, the FBI learned last week from the convicted international hacker, who calls himself Guccifer, that he knows how the Russians came to possess Mrs. Clinton’s emails; and it is because she stored, received and sent them from her personal, secret, non-secure server.

Mrs. Clinton has not been confronted publicly and asked for an explanation of her thoughts about the confluence of these events, but she has been asked if the FBI has reached out to her. It may seem counter-intuitive, but in white collar criminal cases, the FBI gives the targets of its investigations an opportunity to come in and explain why the target should not be indicted.

This is treacherous ground for any target, even a smart lawyer like Mrs. Clinton. She does not know what the feds know about her. She faces a damned-if-she-does and damned-if-she-doesn’t choice here.

Any lie and any materially misleading statement -- and she is prone to both -- made to the FBI can form the basis for an independent criminal charge against her. This is the environment that trapped Martha Stewart. Hence the standard practice among experienced counsel is to decline interviews by the folks investigating their clients.

But Mrs. Clinton is no ordinary client. She is running for president. She lies frequently. We know this because, when asked if the FBI has reached out to her for an interview, she told reporters that neither she nor her campaign had heard from the FBI; but she couldn’t wait to talk to the agents.

That is a mouthful, and the FBI knows it. First, the FBI does not come calling upon her campaign or even upon her. The Department of Justice prosecutors will call upon her lawyers -- and that has already been done, and Mrs. Clinton knows it. So her statements about the FBI not calling her or the campaign were profoundly misleading, and the FBI knows that.

Mrs. Clinton’s folks are preparing for the worst. They have leaked nonsense from “U.S. officials” that the feds have found no intent to commit espionage on the part of Mrs. Clinton. Too bad these officials -- political appointees, no doubt -- skipped or failed Criminal Law 101. The government need not prove intent for either espionage or for lying to federal agents.

And it prosecutes both crimes very vigorously.

I have MUCH respect for Napolitano. He should be on the Supreme Court if not Chief Justice! His takes are tempered with past cases and reality and to me carry weight. He speaks with measure and isn't a talking head bleating to hear his own voice heard.

Napolitano isn't very impressive to me. Maybe he was at some point but he has sold out and is a shill. He is very hard to take seriously. To me he is much like greta. Toobin is more credible than him and that's sad.

I don't know what they future holds for this but my guess is it shares the same fate as the birth certificate, whitewater, that ben gay place, mccain's love child, area 51, chem trails, the autism MMR link, etc. Pipe dream and that dog won't hunt. I hope I'm wrong.

You Know Those Missing Hillary Emails? Russia Might Leak 20,000 of Them


Hillary Clinton sits at the center of a raging firestorm concerning her arrangement of a private email account and server set up in her home — from which top secret information may have been deleted. But despite Bernie Sanders’ apparent annoyance with the “damn emails,” the scandal just exponentially intensified, when Judge Andrew Napolitano revealed on Monday that Russia has possession of around 20,000 of Clinton’s emails — leaving open the possibility her deletions might not have been permanent after all.

“There’s a debate going on in the Kremlin between the Foreign Ministry and the Intelligence Services about whether they should release the 20,000 of Mrs. Clinton’s emails that they have hacked into,” Napolitano told Fox News’ Megyn Kelly in an interview for The Kelly File.

With Clinton’s repeated claims she employed the personal email server only for mundane communications and non-sensitive State matters having been proven outright lies, the deletions of 31,830 emails — in the new context of Napolitano’s statement — have suddenly become remarkably relevant.

As the FBI investigation of Hillary Clinton’s questionable email practices deepens, the question of who had access to what information previously located on the former secretary of state’s server is now more critical than ever.

One such individual, Romanian hacker Guccifer, who was abruptly extradited to the United States, revealed he had easily and repeatedly accessed Clinton’s personal server — and he wasn’t the only one.

“For me, it was easy,” the hacker, whose given name is Marcel Lehel Lazar, exclusively told Fox News; “easy for me, for everybody.”

If Guccifer and Napolitano are right, Russia may, indeed, have possession of highly-sensitive information courtesy of Clinton’s arrogant failure to adhere to the obligation to use a government email account during her tenure as secretary — a situation worsened by the now-mendacious claim no sensitive information had been sent through the personal account.

In fact, if Guccifer is to be believed — as his extradition by the U.S. indicates — news of the Kremlin having obtained potentially top-secret material may be the tip of a gargantuan iceberg. Using a readily available program, the Romanian hacker also claimed he observed “up to 10, like, IPs from other parts of the world” during sessions on Clinton’s personal server. If just one of those unknown parties was connected to Russia, who the other nine might be could be central to the FBI’s decision whether or not to charge Clinton for mishandling classified information.

Adding yet another nail in the coffin case against Hillary on Thursday, the Hill reported conservative watchdog Judicial Watch revealed, pursuant to a Freedom of Information Act request, frustration with technical difficulties in obtaining a secure phone line led the secretary to direct a top aide to abandon the effort and call her without the necessary security in place.


“I give up. Call me on my home [number],” Clinton wrote in a February 2009 email from the newly-released batch — on the also notoriously unsecured server — to then-chief of staff, Cheryl Mills.

Though the email thread contains no confirmation such a call was ever made on the unsecured phone line, it evidences still more of the same flagrant disregard for national security apparently peppering Clinton’s practices during her time at the State Department.

“This drip, drip of new Clinton emails show Hillary Clinton could not care less about the security of her communications,” noted Judicial Watch president, Tom Fitton, in a statement cited by the Hill. “How many other smoking gun emails are Hillary Clinton and her co-conspirators in the Obama administration hiding from the American people?”

For a putative presidential hopeful, Hillary Clinton certainly doesn’t appear to appreciate the imperative for keeping matters of national security obscured from … anyone.

Defense, State Department Documents Reveal Obama Administration Knew that al Qaeda Terrorists Had Planned Benghazi Attack 10 Days in Advance

Judicial Watch announced today that it obtained more than 100 pages of previously classified “Secret” documents from the Department of Defense (DOD)and the Department of State revealing that DOD almost immediately reported that the attack on the U.S. Consulate in Benghazi was committed by the al Qaeda and Muslim Brotherhood-linked “Brigades of the Captive Omar Abdul Rahman” (BCOAR), and had been planned at least 10 days in advance. Rahman is known as the Blind Sheikh, and is serving life in prison for his involvement in the 1993 World Trade Center bombing and other terrorist acts. The new documents also provide the first official confirmation that shows the U.S. government was aware of arms shipments from Benghazi to Syria. The documents also include an August 2012 analysis warning of the rise of ISIS and the predicted failure of the Obama policy of regime change in Syria.

A Defense Department document from the Defense Intelligence Agency (DIA), dated September 12, 2012, the day after the Benghazi attack, details that the attack on the compound had been carefully planned by the BOCAR terrorist group “to kill as many Americans as possible.” The document was sent to then-Secretary of State Hillary Clinton, then-Defense Secretary Leon Panetta, the Joint Chiefs of Staff and the Obama White House National Security Council. The heavily redacted Defense Department “information report” says that the attack on the Benghazi facility “was planned and executed by The Brigades of the Captive Omar Abdul Rahman (BCOAR).” The group subscribes to “AQ ideologies:”

The DOD documents also contain the first official documentation that the Obama administration knew that weapons were being shipped from the Port of Benghazi to rebel troops in Syria. An October 2012 report confirms:

Weapons from the former Libya military stockpiles were shipped from the port of Benghazi, Libya to the Port of Banias and the Port of Borj Islam, Syria. The weapons shipped during late-August 2012 were Sniper rifles, RPG’s, and 125 mm and 155mm howitzers missiles.

The DIA document further details:

The weapons shipped from Syria during late-August 2012 were Sniper rifles, RPG’s and 125mm and 155mm howitzers missiles. The numbers for each weapon were estimated to be: 500 Sniper rifles, 100 RPG launchers with 300 total rounds, and approximately 400 howitzers missiles [200 ea – 125mm and 200ea – 155 mm.]

The heavily redacted document does not disclose WHO was shipping the weapons.

From a separate lawsuit, the State Department produced a document created the morning after the Benghazi attack by Hillary Clinton’s offices, and the Operations Center in the Office of the Executive Secretariat that was sent widely through the agency, including to Joseph McManus (then-Hillary Clinton’s executive assistant). At 6:00 am, a few hours after the attack, the top office of the State Department sent a “spot report” on the “Attack on U.S. Diplomatic Mission in Benghazi” that makes no mention of videos or demonstrations:

Four COM personnel were killed and three were wounded in an attack by dozens of fighters on the U.S. Diplomatic Mission in Benghazi beginning approximately 1550 Eastern Time….

The State Department has yet to turn over any documents from the secret email accounts of Hillary Clinton and other top State Department officials.

Conchita Sarnoff, with the non-profit Alliance to Rescue Victims of Trafficking and author of a book about the Epstein case called “TrafficKing,” said Epstein was known within his inner circles as a pedophile, and that made her wonder why a former president would ever choose to associate with him.

That’s a great question, and its answer should be something Democrat presidential hopeful Hillary Clinton should be afraid of because it further implicates her enabling of her husband’s bad behavior. The fact that Hillary turned a blind eye to Bill’s cavorting around the world with a pedophile only makes her “fight” for women seem like nothing but empty words spoken to win votes.

That wouldn’t be a first for a liberal, but it’s especially damning for Hillary who has had a hard time trying to outrun Bill’s past with women.

A spokesperson for Clinton did not return emails requesting comments about Bill’s travels with Epstein.

That’s not unexpected, but when the Clintons try to keep this mess quiet, it simply reflects on Bill’s dark and embarrassing past with women — and possibly underage girls.

The Romanian hacker who claimed he easily breached Hillary Clinton’s personal email server is finalizing a plea deal with the FBI and U.S. attorney, Fox News has learned.

Marcel Lehel Lazar, the 44-year-old hacker also known as “Guccifer,” first gave indications he wanted to cooperate with the U.S. government in mid-April, during an interview with Fox News. Lazar, in a subsequent discussion, said he was working on a plea deal – he then suspended media contact earlier this month.

On Monday, a spokesman for the U.S. attorney in the Eastern District of Virginia confirmed that a change of plea hearing is now scheduled for Lazar on Wednesday morning. He originally had pleaded not guilty to the nine-count indictment when he was extradited to the U.S.

He is now expected to plead guilty to some charges.

It is not publicly known whether the deal being worked out has a provision for cooperating with federal authorities – and whether that has anything to do with the investigation into Clinton’s exclusive use of a private email server for government business while secretary of state.

But an intelligence source familiar with the FBI probe said if Guccifer pleads guilty to compromising Clinton aide Sidney Blumenthal’s AOL account – which is one of the nine charges – it will show that Clinton’s use of a personal server put sensitive information outside secure government channels and made it accessible to foreign hackers.

“[Clinton’s] gross negligence allowed this material to get out to an adversary,” the source said. “Through her communications with Blumenthal, [Clinton] contributed exposure and risk.”

A State Department audit has faulted Hillary Clinton and previous secretaries of state for poorly managing email and other computer information and slowly responding to new cybersecurity risks.

The Associated Press obtained a copy of the report by the agency's inspector general Wednesday.

It cites "longstanding, systemic weaknesses" related to communications. These started before Clinton's appointment as secretary of state, but her failures were singled out as more serious.

The review came after revelations Clinton exclusively used a private email account and server while in office. Clinton is now the likely Democratic presidential nominee.

The 78-page report says the department and its secretaries were "slow to recognize and to manage effectively the legal requirements and cybersecurity risks associated with electronic data communications, particularly as those risks pertain to its most senior leadership."

If you read further it states the policies were beefed up by her time in office and the briefings extensive as to what she should have been doing making policy crystal clear.

Basically proof (as if there was any doubt)that she knowingly lied. The clintons will always put their own needs and ideals above the nation's. She is, at best, unfit to lead.
