Just because you say something doesn’t mean it’s so. This was no more a peaceful protest than a traffic stop is routine.
1) Apparently he entered the on ramp before it was closed. Otherwise, there would have been a police car or two chasing him. There were none in the videos regarding this incident.
2) Reread what Mike said regarding physics. Also, the topography of the highway is important because the driver may have been prevented from seeing what was ahead until a very short time before.
3) Absent a Federal permit blocking an interstate highway made the protesters criminals. I don’t recall hearing anything on the news regarding the granting of such. Also, I don’t recall seeing any police rushing in to stop what was happening. If a permit had been granted there would have been an LE presence at the sight of the protest.
4) If as stated above the protest was violent.

The protesters abused (incorrect or improper use) the purpose of the highway. There is absolutely nothing in the USC which allows for the obstructing an interstate highway for a protest.
The protesters infringed on the rights of others by unlawfully blocking access to traffic lanes by laying in the roadway.
