Bankruptcy can be a good thing. Sure people "get screwed", but not really. They were already screwed when their bills were not timely paid. Boo hoo hoo. Part of the price structure of a good or service should include risk of nonpayment. If not, prepayment or collateral can be required. Instead of blame, look for the root causes and try to rectify them or change the way business is done. Here, we have a city that has been on the decline for a good 30 years. Let's hope it can pick itself up- doubtful in the long run.
