The Georgia case seems more convictable. When you start with calling asking someone to "find 12,000 votes" that is a problem right out of the box.

The classificed docuents (to me) is a slam dunk.
-He wasn't supposed to have them.
-He has them. Perhaps he accidentally got those file? I guess?
- He doesn't return them immediately, and when found in possession of them, you start to negotiate their return?

That's a problem. His own arrogance will be his downfall.
