Seems odd to me. Statistically, it's not impossible. Looks like about 800 black males hang themselves (or suffocate themselves) each year. But I don't know how many people commit suicide in public places like in front of a city hall, or in front of an elementary school. That seems... unusual.
Sarcasm aside if it’s suicide that’s sad enough. If it’s something else it’s pure evil.
I suppose it could be a black flag operation.
