How old was the yeast and what temp is it sitting at now?

New yeast. I suspect the fermentation is not going to be great in the garage... I think it's about 60f in there... But need to reverify

Maybe 60F now, but what does it drop to at night?

You can always get a carboy heater and re-pitch. If you need temp control, the inkbird stuff really works well and it's not that expensive.

That'll be good. More issues with over temp.

Well.... beer has maybe 1/2 cm of froth on top. Definitely seems like a temp issue.

Since the reactions are exothermic, would it help to wrap the carboy in a blanket? Insulate the fermentation vessel to keep the heat generated in?

Yes, the blanket will help. You could also get some of the silver insulated bubble wrap and cut / tape a fitted jacket for it, this will keep more heat in than a blanket.
